From time to time, W3C looks for motivated people to join the W3C Team. The Team provides technical leadership about Web technologies, organizes and manages W3C activities to reach goals within practical constraints (such as resources available), and communicates with the Members and the public about the Web and W3C technologies. W3C is unique among standards bodies for its full-time staff of Web experts.


Director of Operations, Chief Financial Officer (CFO)

As Director of Operations of the World Wide Web Consortium (W3C) you will be the project manager of an organizational initiative (Legal Entity Project) that W3C becomes its own separate independent non-profit. In the position you will provide expert analysis, projections, and cost-benefit solutions to business issues in W3C as well as develop and maintain W3C's financial plan (current and long-range) to reflect its strategic goals and mission. As Chief Financial Officer, you will assume primary responsibility for the W3C budget, financial planning and performance, overall fiscal management, and reporting for W3C.

You will lead the tracking, organization, reporting, and driving of progress on the Legal Entity Project. This will require meeting regularly with other W3C management to ensure the project stays on scope, time, and does not go over costs.

Included in the project management leadership is responsibility for envisioning and implementing the operations and administrative team at W3C. Also, as project manager you will use your creativity to help colleagues develop innovative approaches to overcome barriers that are impeding the efforts to move to a legal entity. In this position you will manage relationships with international partners, working closely with partners from each of the global W3C HQs.

You will develop financial models to help W3C leadership assess business-worthiness of new initiatives and support business decisions, both locally and on a global scale. You will work closely with the leadership to develop and implement financial practices, policies, procedures, and systems to facilitate reporting and analysis of financial information. You will also serve on the W3C management team and be a liaison to MIT's Office of Sponsored Programs (OSP), corresponding fiscal officers at the three other W3C Hosts: ERCIM (European Research Consortium for Informatics and Mathematics), Keio University, Beihang University: and W3C member organizations.

It is anticipated that the Director of Operations of W3C will become the CFO of the legal entity once it is spun out. Accordingly, experience with establishing budgeting, cash flow approaches, financial management, and reporting for an independent entity is required. This might include oversight of an outsourced partner, if we choose to outsource some function.

Supervision received: You will report to the W3C CEO.

Supervision Exercised: You will supervise the Head of Administration for W3C.

Required:

  • bachelor's degree in financial management/accounting
  • seven years’ administration, finance, or operations experience
  • experience establishing budgeting, cash flow approaches, financial management, and reporting for an independent entity
  • strong organizational, financial modeling and planning, and verbal and written communication skills
  • success managing complex projects/operations for a business or nonprofit
  • experience imagining new organizational structures that can reduce expense or improve quality
  • extensive budget forecasting and analysis experience
  • ability to independently manage all financial aspects of a small, independent organization
  • ability to develop clear financial presentations
  • ability to work effectively with a diverse, geographically-dispersed technical staff
  • attention to detail
  • experience preparing reports using Web-based tools
  • experience in international and technical environments
  • understanding of and experience with the web industry and its technologies
  • supervisory experience

Preferred:

  • MBA
  • CPA is a plus
  • knowledge of SAP, and relational database skills

Web Developer

The World Wide Web Consortium (W3C) is looking for a new full-time staff member to be located at Beihang University in Beijing, where W3C currently has its China Host, to assist with W3C's web application development.

This is an opportunity for a unique individual to be part of the team responsible for the design of next generation World Wide Web Technologies and to participate in the development of technologies that enhance the functionality of the Web. As the recognized leader for the technical development of the World Wide Web, we are seeking an individual with interest in Web technology, Open-Source software and enthusiasm for the mission and spirit of W3C.

Responsibilities

The individual will work as part of the W3C Systems Team team to help develop and maintain Web applications (Front-end development for w3.org, server side web development, usability design and testing) to facilitate the work of the W3C community. Their responsibilities will also include, but not be limited to, user support, systems administration and repositories management.

Requirements

Candidates should have:

  • Bachelors Degree or higher
  • Background in computer science and software engineering, with a minimum of three years related working experience
  • Proficiency with up-to-date Web technologies like HTML5, CSS, Web APIs and Scripting
  • Expertise in responsive web design
  • Experience with several scripting and programming languages (Node.js, PHP and shell scripting in particular)
  • Experience with developing themes and modules for CMS (knowledge of WordPress is a plus)
  • Familiarity with GitHub
  • Good written and spoken competency in the working language of the W3C, i.e., English, as well as in Chinese is required
  • Knowledge and practical experience of other languages and cultures is a plus
  • Good communication / interpersonal skills
  • Ability to work remotely and effectively is required
  • Ability to travel internationally is required.

Desired skills

  • Knowledge of JavaScript and CSS libraries
  • Knowledge of the Symfony Framework
  • UI and UX experience
  • Solid Web accessibility skills, including familiarity with WCAG 2
  • Linux experience (Debian preferred)
  • Experience with high availability infrastructure a plus

The position is based at Xueyuan Road Campus of Beihang University, 37 Xueyuan Road, Haidian District, Beijing, China. There will be occasional international travel including to W3C Host sites, and regular remote work with the W3C Global staff.
